A twenty-dollar online anger management class is cheap for a reason: it asks nothing, proves nothing, and monitors no one. For a real conduct problem, that is not a saving.

Self-paced online anger management classes exist to be cheap and easy: watch some videos, click through, print a certificate. For a purely nominal requirement, that may be all that is needed — and we will not pretend otherwise.
