Consent Orders and Stipulations on Civil Restraining and Protection Orders at the Putnam Family Court: The Custom Program That Closes Them

Whether the restraining order was filed in the middle of your Putnam divorce, after the judgment, or by a partner you never married, the civil side of it runs through the Putnam Family Court and its Family Relations office — and the most common way out is a stipulated agreement that includes anger management. We match the program to the stipulation’s language, session for session and deadline for deadline, and we do it privately, one on one, with paperwork built for the lawyer on the other side.

Putnam Family Court — Consent Orders, Stipulations, and Anger Management

The essentials for Putnam: A consent order is an order entered by agreement without findings; a withdrawal on stipulation replaces the order with your written promises; a stipulated agreement in a divorce or custody file becomes part of the judgment. All three are enforced at the Putnam Family Court by motion for contempt, and all three commonly require an anger management program with proof by a deadline. NJAMG builds that program from an assessment — customized lessons and exercises, private one-on-one Zoom sessions any day of the week — and documents it from enrollment to completion. Direct pay only, no insurance, 100% Court Acceptance Guarantee. Not an FVEP, EXPLORE, or EVOLVE provider. Text ENROLL CT to 201-205-3201.

NJAMG is a private program and is not affiliated with, endorsed by, or operated by the Connecticut Judicial Branch, the Putnam Family Court, Family Services, or the Court Support Services Division. NJAMG is not a Family Violence Education Program (FVEP), EXPLORE, or EVOLVE provider, is not psychotherapy or medical or mental health treatment, does not accept insurance, and does not give legal advice; whether a particular program satisfies a particular stipulation is a question for your attorney. Putnam Family Court and Its Restraining Order Agreements

The Windham Judicial District’s family division on Church Street in Putnam hears restraining orders, divorces, and custody cases for Connecticut’s Quiet Corner — Putnam, Killingly, Windham and Willimantic, Plainfield, Thompson, and the farm towns around them. Willimantic alone recorded 186 family violence incidents in 2023, and the district’s restraining order docket is larger than the region’s population would suggest.

Windham County’s family court is small, its Family Services office is small, and its agreements are personal. A restraining order application here is very often resolved in the pre-hearing meeting with a consent order without findings or a withdrawal on stipulation: defined contact rules, a residence arrangement, a parenting exchange protocol for the children, and the respondent’s written commitment to complete an anger management program with proof by a date certain.

The Quiet Corner is a long way from any big-city provider, which is exactly why a live one-on-one program by video makes sense for satisfying a Putnam stipulation. We match the language of the agreement, start the day you enroll, and deliver documentation a Windham family clerk or a GAL can verify.

Consent Order, Stipulation, or Stipulated Judgment: What Each One Requires of You

Consent order without findings

At the Putnam Family Court the respondent agrees to the entry of the § 46b-15 order (or a narrower version) without admitting the allegations and without the judge making findings. The order has full force — no contact, stay-away, firearms surrender, registry — but the file contains no finding of domestic violence. Anger management is frequently written in as a term, with proof due before the order’s review or expiration date.

Withdrawal on stipulation

The applicant withdraws the Putnam application in exchange for the respondent’s written promises: no contact except through a defined channel, a stay-away from the home or workplace, an exchange protocol for children, and completion of an anger management program by a date certain with proof to counsel or Family Relations. The stipulation is entered as an order and enforced by contempt.

Stipulated agreement in the divorce or custody file

Where a dissolution or custody case is pending at the Putnam Family Court, the anger management clause is folded into the pendente lite orders, a parenting plan, or the final stipulated judgment — typically as the condition on which supervised parenting time becomes unsupervised or a limited schedule expands. Proof goes to counsel, the guardian ad litem, and Family Relations.

Read the Clause Before You Enroll — Then Match It Exactly

When a Putnam family judge, a guardian ad litem, or opposing counsel checks whether an anger management clause was satisfied, they look for the same things: Was the provider identifiable and reachable? Were the sessions live and individual, or a website? Does the session count match the clause? Do the dates fall before the deadline? Does the documentation describe what was actually done? A certificate that answers all five questions closes the issue; one that answers three invites a hearing.

We read the clause with you at intake. If it says “licensed clinician” or “treatment,” we will tell you plainly that our program may not fit and that your attorney should confirm before you spend a dollar. If it says “anger management program,” “course,” “classes,” “certified provider,” or “proof of completion” — the language in the great majority of Putnam Family Court stipulations — we build the program to the exact session count and deadline and address the documentation to the exact recipients.

Do not contact the other party — not to say you enrolled, not to say you finished. If an order from the Putnam Family Court is in force, contact is a felony under § 53a-223b whoever initiates it; if the application was withdrawn on stipulation, the stipulation’s contact rules control and a breach is contempt. Every document goes to your attorney.

Protection, Parenting Time, and the Automatic Orders

The automatic orders in Practice Book § 25-5 are the quiet backdrop to every restraining order filed during a Putnam divorce. From the date of service neither spouse may remove the children from Connecticut, change insurance, dissipate assets, or deny the other reasonable use of the family home. A § 46b-15 order overrides the last of those in an afternoon — exclusive possession to the applicant, no contact, and interim custody set within the order — and § 46b-83 lets the Putnam Family Court continue exclusive possession pendente lite.

Because § 46b-56 makes domestic violence — and its effect on the child — a factor the court must weigh in custody, a finding on a restraining order can shape a parenting plan for years. That is the single biggest reason Putnam divorce lawyers steer restraining order matters toward consent orders and stipulations rather than contested findings, and why the anger management clause in those agreements is drafted and enforced with care. After judgment, the same dynamics apply to motions to extend an order, to modify parenting time, and to enforce the stipulation.

Not a Class You Attend. A Course Built for You.

Every NJAMG enrollee gets a course built for them, not a seat in someone else’s. It starts with an assessment in the first session — the incident as you experienced it, the relationship, the order, the stipulation’s language, and what you want to be different. From that assessment the instructor builds customized lessons and exercises grounded in REBT and CBT methods: de-escalation in a co-parenting exchange, communication under a no-contact rule, managing conflict through a parenting app, the difference between a boundary and a threat. Each lesson is completed from your phone or computer and reviewed in a private one-on-one Zoom session with the same instructor, bookable seven days a week.

The Putnam Family Court sees the difference in the paperwork. The Completion Letter does not say “attended an anger management class”; it describes the assessment, the curriculum built from it, the sessions by date, and the participation. Direct pay, no insurance, no waitlist, 100% Court Acceptance Guarantee.

Not FVEP. Not EXPLORE. Not EVOLVE. Those are Connecticut Judicial Branch programs for the criminal side of a family violence case, delivered through Court Support Services Division contractors; only a G.A. court can place you in them. NJAMG is a private, psychoeducational program used to satisfy the anger management terms of civil restraining order agreements, protection order agreements, and family court stipulations at the Putnam Family Court — and it is not psychotherapy or treatment. If your clause requires a licensed clinical provider, we will tell you at intake.

Why We Are Direct Pay Only — and Why That Helps Your Case

  • Speed. A Putnam stipulation deadline does not wait for an insurance authorization. Direct pay means enrollment, the enrollment letter, and the first session can all happen the day you reach us.
  • Privacy. No insurance means no diagnosis code, no claims history, and no mental-health record created by your compliance with a court agreement — a real consideration in a custody case at the Putnam Family Court.
  • Control. The stipulation, not a plan administrator, sets the number of sessions. We deliver that number, on your calendar, seven days a week.
  • Certainty. Flat fee, quoted in advance, all documentation included, payable by Zelle, Apple Pay, Cash App, or card, with payment plans available — and a 100% Court Acceptance Guarantee behind every certificate.

From the Clause to the Certificate

  1. Text ENROLL CT to 201-205-3201 with a photo of the stipulation, consent order, or agreement page that mentions anger management.
  2. Same-day intake and assessment. We read the clause — session count, provider language, deadline, recipients — and if it calls for a licensed clinical provider we tell you before you pay.
  3. Same-day enrollment letter to your attorney, for delivery to opposing counsel, the guardian ad litem, or Family Relations at the Putnam Family Court.
  4. Your custom course: lessons and exercises built from the assessment; private one-on-one Zoom sessions with the same instructor, seven days a week; progress notes on request.
  5. Certificate of Completion and Completion Letter, the day you finish — addressed as the stipulation requires, before the deadline, verifiable by phone.

You Will Not Be Judged Here

We say it on every page because the people who need this program in Putnam are usually embarrassed to ask for it. Do not be. The family docket at Putnam Family Court is full of nurses, teachers, engineers, and parents whose marriage ended badly. The instructor has heard every version of it. Say it once, plainly, and we will get to work on the stipulation.

Proof of Enrollment, Proof of Completion — Addressed the Way the Stipulation Directs

Proof of enrollment and proof of completion are the two documents every Putnam stipulation demands, and we produce both the day they are earned — the enrollment letter on day one, the Certificate of Completion and Completion Letter on the last day. In between, progress documentation is available whenever counsel, the GAL, or Family Relations wants it. Every page names the instructor, lists the dates, describes the curriculum, and carries a phone number a clerk at the Putnam Family Court can call.

“I had an outstanding experience with this anger management class and highly recommend it to anyone looking for real, lasting change. What truly sets this program apart is how much effort the instructors put into customizing the lessons for each student. They don’t take a one-size-fits-all approach — instead, they listen carefully, understand individual situations, and tailor the material so it directly applies to real-life challenges.”

Built by a Retired Family-Law Mediator. An Hour From Connecticut.

NJAMG was founded in Jersey City in 2012 by Santo V. Artusa Jr., J.D., C.A.M.T. — a Rutgers Law graduate, former public defender, and family-law mediator named to Best Lawyers in America, who retired from practice to run this program full time. He has drafted, negotiated, and enforced stipulations like yours for fifteen years; he knows what a guardian ad litem and a Family Relations counselor at Putnam Family Court look for in a completion letter because he spent years across the table from them. Connecticut has no licensing board or approved-provider list for general anger management, so what a family court accepts is what it finds credible — a named instructor, dated sessions, a real curriculum, and a phone number a clerk can call. No court has rejected NJAMG documentation since 2012, and our Court Acceptance Guarantee applies at every family court in the state.

Putnam Family Court Stipulation and Consent Order Questions We Get

Why don’t you accept insurance?

Because insurance slows things down and creates records that do not belong in a family file. A Putnam Family Court stipulation requires a program, a deadline, and proof — not a diagnosis, an authorization, or a claims history. Direct pay means you start the day you text, the program length is set by the stipulation rather than a plan, and nothing about your compliance enters an insurance record. One flat fee, all documents included, payable by Zelle, Apple Pay, Cash App, or card, with payment plans available.

What is a consent order on a restraining order?

An order under § 46b-15 or § 46b-16a entered by agreement of the parties, without the judge making findings. It has full legal effect — no contact, stay-away, firearms surrender, registry — but the Putnam file contains no finding of domestic violence. Anger management is frequently a written term of the agreement.

Can I contact the other party to tell them I finished?

No. If a Putnam Family Court restraining order or protection order is in force, contact is a felony under § 53a-223b regardless of who initiates it, and even where an order has been withdrawn the stipulation’s contact rules control. Documents go to your attorney, who delivers them as the agreement directs.

Is there a waitlist?

No. You enroll the day you text, receive the enrollment letter the same day, and can hold the assessment session this week.

Who should receive the proof of completion?

Whoever the stipulation names — typically opposing counsel, the guardian ad litem, Family Relations, or the clerk at the Putnam Family Court. We address the Certificate of Completion and Completion Letter accordingly and send them to you and your attorney. We never send anything to the protected party.

What does the 100% guarantee cover?

Acceptance of our documentation by the Putnam Family Court for the purpose stated in your stipulation. If the court, or opposing counsel or Family Relations acting for the court, will not accept our enrollment letter or completion documents, your fee is refunded in full. No court has rejected NJAMG documentation since 2012.

How does a restraining order affect my divorce or custody case?

Significantly. Under § 46b-56 the Putnam Family Court must consider domestic violence and its effect on the child when deciding custody, and a restraining order can award exclusive possession of the home and set interim custody and visitation. That is why most Putnam divorce lawyers resolve restraining order matters by consent order or stipulation rather than contested findings — and why the anger management clause in those agreements is enforced carefully.
