Satisfying a Consent Order, Stipulation, or Stipulated Agreement on a Restraining Order at New Haven Family Court — With a Private One-on-One Anger Management Program

Most Connecticut restraining order hearings do not end with a judge’s findings. They end with an agreement worked out in the pre-hearing meeting with Family Relations at the New Haven Family Court: a consent order entered without findings, or an application withdrawn on a stipulation. Very often that stipulation says the respondent will complete an anger management program — a set number of sessions, with a qualified provider, with proof to the other side by a date certain. This page is about satisfying that promise precisely: a custom one-on-one program built from an assessment, delivered by Zoom seven days a week, paid directly with no insurance involved, and documented so that a New Haven family clerk, opposing counsel, or a guardian ad litem can verify it with one call.

New Haven Family Court — Consent Orders, Stipulations, and Anger Management

Quick answer: At the New Haven Family Court in New Haven, civil restraining orders (Relief from Abuse, C.G.S. § 46b-15) and civil protection orders (§ 46b-16a) are frequently resolved by agreement after both parties meet with Family Relations — either a consent order entered without findings or a withdrawal on a written stipulation. In divorce and custody files, the same terms appear as stipulated agreements entered as court orders. Those agreements commonly require the respondent to complete an anger management program by a deadline and deliver proof to opposing counsel, the guardian ad litem, Family Relations, or the court. NJAMG satisfies that term with a custom program — an assessment, individualized lessons and exercises, and private one-on-one Zoom sessions seven days a week — paid directly (no insurance accepted), with a same-day enrollment letter and a Certificate of Completion and Completion Letter backed by a 100% Court Acceptance Guarantee. NJAMG is not an FVEP, EXPLORE, or EVOLVE provider. Text ENROLL CT to 201-205-3201.

NJAMG is a private program and is not affiliated with, endorsed by, or operated by the Connecticut Judicial Branch, the New Haven Family Court, Family Services, or the Court Support Services Division. NJAMG is not a Family Violence Education Program (FVEP), EXPLORE, or EVOLVE provider, is not psychotherapy or medical or mental health treatment, does not accept insurance, and does not give legal advice; whether a particular program satisfies a particular stipulation is a question for your attorney. Court information is provided for convenience and may change.

New Haven Family Court and Its Restraining Order Agreements

The New Haven Judicial District courthouse at 235 Church Street is where the region’s restraining orders, civil protection orders, divorces, and custody cases are heard — a docket that draws from New Haven itself, which leads Connecticut in family violence incidents, and from Hamden, West Haven, Branford, Guilford, and the shoreline towns. Yale families, Yale New Haven Hospital staff, and the city’s large immigrant communities all pass through the same Family Services office on their way to a hearing.

New Haven’s family court resolves a large share of its restraining order applications by agreement. The mechanics are consistent: both parties meet separately with a Family Relations counselor before the hearing; Family Relations explores whether the applicant would accept a narrower order or a withdrawal on terms; and the terms — typically no contact except through a specified channel, a stay-away from the home or workplace, and completion of an anger management program with proof by a date certain — are written up and entered by the judge. In a pending divorce, the same terms are folded into the pendente lite orders or the final stipulated judgment.

For a respondent, the agreement is a trade: certainty now in exchange for performance later. Perform, and the order narrows or expires, parenting time expands, the contempt motion never gets filed. Fail to perform — or perform with a program the other side’s lawyer can pick apart — and the trade collapses. That is why New Haven family lawyers care about who the provider is and what the paperwork says.

How the Anger Management Clause Gets Into a New Haven Order

Agreement at the hearing

Before any § 46b-15 hearing at the New Haven Family Court, each party meets separately with a Family Relations counselor. Most agreements are reached in that meeting. Family Relations writes the terms — including an anger management clause when the parties or their attorneys propose one — and the judge enters them.

Agreement instead of the hearing

A withdrawal on stipulation avoids testimony, cross-examination, and findings. For a respondent in a New Haven custody case that matters enormously, because § 46b-56 makes domestic violence a factor the judge must weigh. The price is precise performance of every term.

Agreement in the judgment

In a New Haven dissolution the anger management clause often survives the restraining order itself, living on in the parenting plan as a condition for expanded time or a change in exchanges. It is enforced years later by motion, and it is satisfied by the same documentation.

What “Satisfying” the Stipulation Actually Means at New Haven Family Court

Three things make a New Haven Family Court stipulation satisfied. Performance: completing the program the clause describes — not an approximation of it. Proof: documentation specific enough that opposing counsel and Family Relations can confirm the program was real: instructor, credentials, session dates, hours, curriculum, attendance, and a verification number. Timing: completion and delivery before the deadline, with the enrollment letter delivered early enough to show good faith at any interim date.

That is why our documentation is built the way a family lawyer would build it. The enrollment letter, sent the day you enroll, names the program length, the start date, and the instructor. Progress notes list every session. The Certificate of Completion and Completion Letter describe the assessment, the customized curriculum, the hours, the attendance, and the participation, and carry a number the New Haven Family Court can call. If the clause requires a licensed clinician rather than a certified anger management clinician, we tell you at intake, before payment, so your attorney can address it.

One rule above all the others in New Haven: no contact. Not to apologize, not to explain, not to report that you enrolled or finished. A live order makes it a felony (§ 53a-223b); a stipulation makes it contempt. The people who need proof of your program are the ones the agreement names, and they get it through your attorney.

When the Restraining Order Is Part of a Custody Fight at New Haven Family Court

Seeking protection during a divorce in New Haven is common and legally straightforward: the family division that hears the dissolution also hears the § 46b-15 application, often on an expedited basis, and can issue an ex parte order the same day if it finds an immediate and present danger. What is less straightforward is what the order does to the case. Exclusive possession of the home. A no-contact rule that complicates every exchange of the children. And, if the judge makes findings, a domestic violence factor under § 46b-56 that the custody decision must account for.

Because those orders reshape the case, New Haven divorce counsel on both sides tend to look for an agreed resolution that protects the applicant without a finding: a consent order or a stipulation with a completed anger management program at its center. Section 46b-56 — which requires the court to weigh domestic violence and its effect on the child in any custody decision — is the reason the finding matters, and the reason the stipulation’s anger management clause is enforced with such care.

How We Build Your Program Around the Stipulation and the Case

Two people in New Haven can sign identical stipulations and need entirely different programs. One is a father whose case turned on a single shove at a custody exchange; the other is a mother whose case turned on eighteen months of escalating messages. A group class treats them the same. A self-paced course treats them the same. NJAMG assesses each of them in the first session and writes their lessons and exercises accordingly — de-escalation at the exchange for one, written communication under a contact protocol for the other — and works through those lessons in private one-on-one Zoom sessions with the same instructor, seven days a week.

Sessions are live, private, and one on one by Zoom, any day of the week, and the written lessons between them are yours to keep. The documentation the New Haven Family Court receives describes that curriculum specifically. Direct pay, no insurance, no waitlist, and a 100% Court Acceptance Guarantee.

A necessary clarification. The Family Violence Education Program, EXPLORE, and EVOLVE belong to the criminal courts; NJAMG is none of them. What NJAMG satisfies is the anger management clause in a civil consent order, a withdrawal-on-stipulation, or a stipulated agreement in a New Haven dissolution or custody file — the clause the parties wrote, not the one a criminal judge imposed. Our program is psychoeducational, not therapy, and we say so on every document.

Direct Pay. No Insurance. No Delay. 100% Guaranteed.

  • Private pay only — we do not accept or bill insurance. That is deliberate. Insurance requires a diagnosis, an authorization, and a claims record; a New Haven stipulation requires a program, a deadline, and proof. Paying directly means you start the day you text, nothing about the program enters an insurance file, and no third party decides how many sessions you get.
  • One flat fee by program length, quoted by text before you commit, with every document — enrollment letter, progress notes, Certificate of Completion, Completion Letter — included. Payment by Zelle, Apple Pay, Cash App, or card; payment plans available; sliding-scale pricing when possible.
  • 100% Court Acceptance Guarantee. If the New Haven Family Court — or opposing counsel, the guardian ad litem, or Family Relations acting for the court — will not accept our documentation for your stipulation, your fee is refunded in full. No court has rejected NJAMG documentation since 2012.
  • Direct pay facilitates completion. Because there is no authorization to wait for and no session cap imposed from outside, the program length is whatever the stipulation requires, scheduled as fast as the deadline demands.

No Judgment Zone

A No Judgment Zone for New Haven Respondents

Whether the application was granted, withdrawn, or resolved by consent; whether you lost your temper once, defended yourself, or agreed to the program because it was the fastest route back to your children — you will not be judged for it here. Judgment belongs to New Haven Family Court. Our job is to get you through the stipulation with your parenting time, your record, and your dignity as intact as the agreement allows.

Proof of Enrollment, Proof of Completion — Addressed the Way the Stipulation Directs

The guardian ad litem in a New Haven custody case, and the Family Relations counselor writing a report for the New Haven Family Court, do not want a certificate; they want to be able to describe the program in a paragraph of their own. Our documents give them that paragraph. The enrollment letter establishes the start date and the program length. Progress notes establish that sessions were live, individual, and on schedule. The Certificate of Completion and Completion Letter establish what was taught, how many hours, on which dates, and how the client participated — with a verification number and a phone that is answered.

Documents are delivered to you and your attorney for distribution as the stipulation directs, never to the protected party. Backed by our Court Acceptance Guarantee; never rejected since 2012.

Built by a Retired Family-Law Mediator. An Hour From Connecticut.

NJAMG was founded in Jersey City in 2012 by Santo V. Artusa Jr., J.D., C.A.M.T. — a Rutgers Law graduate, former public defender, and family-law mediator named to Best Lawyers in America, who retired from practice to run this program full time. He has drafted, negotiated, and enforced stipulations like yours for fifteen years; he knows what a guardian ad litem and a Family Relations counselor at New Haven Family Court look for in a completion letter because he spent years across the table from them. Connecticut has no licensing board or approved-provider list for general anger management, so what a family court accepts is what it finds credible — a named instructor, dated sessions, a real curriculum, and a phone number a clerk can call. No court has rejected NJAMG documentation since 2012, and our Court Acceptance Guarantee applies at every family court in the state.

New Haven Family Court Stipulation and Consent Order Questions We Get

What does the 100% guarantee cover?

Acceptance of our documentation by the New Haven Family Court for the purpose stated in your stipulation. If the court, or opposing counsel or Family Relations acting for the court, will not accept our enrollment letter or completion documents, your fee is refunded in full. No court has rejected NJAMG documentation since 2012.

How does a restraining order affect my divorce or custody case?

Significantly. Under § 46b-56 the New Haven Family Court must consider domestic violence and its effect on the child when deciding custody, and a restraining order can award exclusive possession of the home and set interim custody and visitation. That is why most New Haven divorce lawyers resolve restraining order matters by consent order or stipulation rather than contested findings — and why the anger management clause in those agreements is enforced carefully.

Do you offer the program in Spanish?

Yes. The assessment, lessons, Zoom sessions, and every document the New Haven Family Court receives are available in Spanish. Roughly 30 percent of New Haven residents are Hispanic or Latino.

My stipulation says “anger management program” but not how many sessions. What do I do?

Text us the page. Where a New Haven stipulation is silent on length, we recommend the length Connecticut family courts most often accept — eight sessions for a first matter, twelve where custody is contested — and we confirm it with your attorney before you start, so the other side cannot later argue the program was too short.

Can I satisfy the stipulation before the deadline if it is only a few weeks away?

Usually, yes. Because sessions are private and one on one, available seven days a week, an eight-session program can be completed in three to five weeks and a four-session program in under two. Tell us the New Haven deadline at intake and we build the schedule to beat it, with the enrollment letter delivered the same day as good-faith proof.

Is this the Family Violence Education Program?

No. FVEP, EXPLORE, and EVOLVE are criminal-court programs run through the Judicial Branch, not through New Haven Family Court; NJAMG is a private program used to satisfy civil agreements — consent orders, stipulations, and family court orders — and is not psychotherapy or treatment.

Is the program really customized?

Yes. Every enrollee begins with an assessment, and the instructor builds the lessons and exercises from it — the order’s terms, the relationship, the custody schedule, and the way conflict has actually been happening in your New Haven case. Sessions are private one-on-one Zoom meetings with the same instructor throughout. The completion documents describe the curriculum you actually completed.
