G.A. 15 New Britain · Dual Arrests, Protective Orders, FVEP, and What Comes Next

Charged With Assault, Threatening, Harassment, or Stalking in New Britain? How to Mitigate a Family Violence Case at G.A. 15

Assault in the third degree, disorderly conduct, breach of peace, threatening, harassment, stalking — when the other person is a spouse, partner, ex, co-parent, roommate, or relative, Connecticut calls it family violence, and G.A. 15 handles it on a track of its own. This is the program defense attorneys in New Britain send clients to before the first pretrial: live, private, one-on-one sessions any day of the week, lessons customized to the charge and the order, and documentation Connecticut courts have never rejected.

G.A. 15 New Britain — Restraining Orders, Protective Orders, and Anger Management

Quick answer: A family violence arrest in New Britain — assault 3rd (C.G.S. § 53a-61), disorderly conduct (§ 53a-182), breach of peace (§ 53a-181), threatening 2nd (§ 53a-62), harassment 2nd (§ 53a-183), stalking 2nd (§ 53a-181d) — is arraigned the next business day at G.A. 15, where a judge issues a criminal protective order under § 46b-38c after a Family Services interview. A civil restraining order (Relief from Abuse, § 46b-15) is heard at the New Britain J.D. within 14 days of the application. In both settings, a respondent who has proactively enrolled in a legitimate, live, instructor-led anger management program is in a materially stronger position — for the protective order terms, for a Family Violence Education Program or Accelerated Rehabilitation application, for a nolle with conditions, and in any related custody matter. NJAMG delivers that program one on one, seven days a week, with a same-day enrollment letter and a Court Acceptance Guarantee. NJAMG is not an FVEP, EXPLORE, or EVOLVE provider. New Britain and the G.A. 15 Family Violence Docket

The Franklin Square courthouse in New Britain is one building doing two jobs: G.A. 15 handles the criminal side, including a dedicated domestic violence docket, and the New Britain Judicial District handles civil restraining orders and family matters. New Britain recorded 486 family violence incidents in 2023 and Bristol 257; add Newington, Wethersfield, Rocky Hill, Berlin, Plainville, and Plymouth and this is one of the heaviest family violence caseloads in the state.

New Britain is a city of immigrants and working families — Polish, Puerto Rican, and now Central American households in Little Poland and the North End, Bristol manufacturing families, Newington and Wethersfield commuters. A family violence arrest here often lands on someone with a pending immigration matter, a CDL, a state job, or a custody schedule, and a conviction for even a class C misdemeanor can upend any of them.

The domestic violence docket at G.A. 15 brings defendants back often and expects compliance. That is the setting where proactive anger management does its best work: the Family Services counselor sees an enrollment letter at the first check-in, progress documentation at the next, and a completion certificate before the case resolves. We deliver all three on the schedule the court sets.

Two Orders, Two Courtrooms: Restraining Order vs. Protective Order in New Britain

A restraining order comes from the civil side of the courthouse; a protective order comes from the criminal side. In New Britain they can be issued in the same week for the same household, and each is enforced by a felony charge. Here is how they differ.

Civil — New Britain J.D.

Restraining Order (Relief from Abuse, C.G.S. § 46b-15)

  • Filed by a family or household member — spouse, ex, co-parent, relative, someone you live or lived with, or a current or recent dating partner — at the Superior Court family clerk’s office.
  • Granted ex parte the same day if the judge finds an immediate and present physical danger; a full hearing follows within 14 days (7 days when firearms are involved).
  • “Domestic violence” for this purpose includes physical harm, threats creating fear of imminent injury, verbal abuse with a present danger of violence, and — since October 2021 — coercive control.
  • Lasts up to one year and can be extended; can bar you from your home, your children, and any contact; requires surrender of firearms and ammunition.
  • Violation is a felony under § 53a-223b. The hearing is your one chance to be heard on the terms.
Criminal — G.A. 15

Protective Order (C.G.S. § 46b-38c)

  • Issued by the criminal judge at your first appearance after a family violence arrest — the next court business day — after a Family Services interview.
  • Three levels: full no-contact, residential stay-away, or partial (limited), each prohibiting threatening, harassing, or assaultive conduct at minimum.
  • Lasts for the life of the criminal case unless modified by motion; a standing criminal protective order (§ 53a-40e) can follow a conviction.
  • Violation is a class D felony under § 53a-223 — class C if the violation involves assault, threats, or restraint — regardless of who initiated contact.
  • Family Services reviews compliance at each appearance and reports to the court.

Nothing on this page is legal advice. Whether to contest a § 46b-15 order, apply for FVEP or AR, or accept a nolle with conditions is a decision for you and your attorney. What we do is make sure that when your attorney wants to point to a program, there is one to point to — started early, documented properly, and accepted by G.A. 15.

What Happens After a Family Violence Arrest in New Britain

  1. Hour zeroPolice are called to a home in New Britain. Under Connecticut’s mandatory-arrest statute, probable cause means someone is arrested — the person who called, the person who was called about, or both.
  2. The next morningFamily violence arrestees are arraigned the next business day at G.A. 15. Family Services interviews you first. If you have already texted us, the enrollment letter can be in your attorney’s hands before that interview.
  3. The protective orderThe judge issues a criminal protective order at arraignment. A full or residential order can keep you out of your home for the life of the case. Modifying it later requires a motion, a hearing, and a reason — a documented program is the reason attorneys use most.
  4. The middlePretrials and Family Services check-ins. On a domestic violence docket you may return every few weeks; on a general docket, every month or two. Each appearance is a chance to show progress or a chance to show nothing.
  5. The endMost New Britain family violence misdemeanors end in FVEP, Accelerated Rehabilitation, a nolle with conditions, or a plea. A completed, documented anger management program is the fact that most often tips a prosecutor toward the first three.

The Charges Behind a New Britain Family Violence Case

The statewide numbers tell you what a New Britain family violence docket actually looks like. In 2023, breach of peace and disorderly conduct accounted for 43 percent of family violence charges; assault for 23 percent; violation of a court order for 15 percent. Dating relationships — not marriages — were the single largest relationship category at nearly 38 percent. The case at G.A. 15 is far more likely to be about words, a shove, and a phone than about an injury. These are the statutes:

Assault in the Third Degree§ 53a-61 · Class A misdemeanor · intentionally causing injury, or recklessly causing serious injury
Disorderly Conduct§ 53a-182 · Class C misdemeanor · fighting, threatening, or tumultuous behavior; the most common family violence charge
Breach of Peace, Second Degree§ 53a-181 · Class B misdemeanor · fighting, threats, or abusive language in a public place
Threatening, Second Degree§ 53a-62 · Class A misdemeanor · a threat of physical harm that puts another in fear — texts count
Harassment, Second Degree§ 53a-183 · Class C misdemeanor · calls, texts, or messages made with intent to harass, annoy, or alarm
Stalking, Second Degree§ 53a-181d · Class A misdemeanor · a course of conduct that would cause a reasonable person to fear for their safety
Strangulation or Suffocation, Third Degree§ 53a-64cc · Class A misdemeanor · restricting breathing or blood flow — second degree (§ 53a-64bb) is a class D felony
Criminal Violation of a Protective or Restraining Order§ 53a-223 / § 53a-223b · Class D felony (class C with assault, threats, or restraint) · the charge that turns a misdemeanor case into a felony case

The family violence designation does not change the maximum sentence; it changes the process — next-day arraignment, Family Services, a protective order, and a specialized track at G.A. 15. That process is where mitigation happens.

Mitigating the Allegations at G.A. 15 and the New Britain J.D.: What Actually Moves the Needle

There is a version of the New Britain case where you wait: for the judge to order something, for Family Services to recommend something, for the prosecutor to offer something. And there is a version where you move first. Attorneys who practice at G.A. 15 every week overwhelmingly prefer the second, because Connecticut’s family violence process gives the defendant several chances to be evaluated — the Family Services interview, each pretrial, the FVEP or AR hearing, the disposition — and a defendant with an enrollment letter at the first evaluation and a completion certificate by the last is scored differently at every one.

That record starts with a program. Not a website — Connecticut judges and Family Services counselors know the difference between a self-paced video and a live, instructor-led program, and several G.A. courts reject the former outright. It starts the day you enroll, with a letter your attorney can hand up. It continues with progress documentation at each appearance. It finishes with a Certificate of Completion that a clerk can verify with one call. Attorneys use that record to argue for a partial protective order, a modification, FVEP eligibility, an AR grant, a nolle with conditions, or favorable terms on a § 46b-15 order — and, in the family court next door, for parenting time.

What the Program Is (and What It Is Not) for New Britain Cases

NJAMG is a psychoeducational anger management program — skills, structure, and accountability — delivered live and privately. It is not psychotherapy and it is not treatment, and we say so on every document so that no clerk at G.A. 15 or the New Britain J.D. has to wonder. It is also not the Family Violence Education Program: FVEP, EXPLORE, and EVOLVE are court-run programs delivered by the Judicial Branch’s contracted providers, and NJAMG is not one of them. If the court sends you to FVEP, you go to FVEP. Our program is what you do in addition — before, during, or after — to show the court who you are.

Sessions are private and one on one, available seven days a week. Lessons are customized to the charge and the order. The enrollment letter is issued the day you sign up; the Certificate of Completion and Completion Letter the day you finish. No Connecticut court has ever rejected them, and our Court Acceptance Guarantee refunds your fee if G.A. 15 or the New Britain J.D. is the first.

Where NJAMG fits in a Connecticut case. The court controls FVEP, EXPLORE, and EVOLVE; NJAMG is none of them. What we provide is the private, verifiable anger management that a New Britain defendant completes on their own initiative — before an FVEP hearing, during a protective order, or as the anger management condition written into an AR grant, a nolle, a plea, or a family court order at the New Britain J.D..

  3. Enrollment letter within hours — to your attorney, who decides whether Family Services, the prosecutor, or the judge sees it first.
  4. Private live sessions on your schedule, seven days a week, with lessons customized to the charge and the order.
  5. Completion documents the day you finish — Certificate of Completion and Completion Letter, verifiable by phone at (201) 205-3201.

What Your Attorney Hands Up — and Why It Works

We think about paperwork the way a defense lawyer does, because our founder was one for fifteen years. The enrollment letter exists so your attorney has something to hand up at the first appearance at G.A. 15. Progress documentation exists so Family Services can report something other than “no change” at the next check-in. The Certificate of Completion and Completion Letter exist so the FVEP hearing, the AR application, the nolle negotiation, or the § 46b-15 hearing at the New Britain J.D. has a concrete, verifiable fact at its center.

Since 2012, no court has rejected them. If G.A. 15 did, our Court Acceptance Guarantee would return every dollar.

Why a Retired Lawyer’s Program — Not a National Zoom Mill

The founder of this program, Santo V. Artusa Jr., J.D., C.A.M.T., spent more than fifteen years as a New Jersey criminal defense lawyer, public defender, and family mediator before retiring from practice to teach anger management himself. He has read thousands of protective orders and restraining orders. He knows what a Family Services counselor at G.A. 15 is looking for in a completion letter because he spent years standing next to defendants when those letters were handed up — and years across the table from respondents at hearings like the one at the New Britain J.D..

Accepted nationwide, backed everywhere by a Court Acceptance Guarantee, and — for New Britain — an hour from where it began.

G.A. 15 Family Violence and Restraining Order Questions We Get From New Britain Clients

I was arrested along with the person who called the police. Why would I take anger management?

Because Connecticut’s mandatory-arrest law and its dual-arrest rate — 7.2 percent of incidents in 2023, more than 1,100 cases — mean the docket at G.A. 15 is full of people who defended themselves. The program is not a confession. It is evidence of the capacity to de-escalate, which is the quality every decision-maker in your case is trying to measure. Sessions are one on one, so a self-defense case is treated as a self-defense case.

How fast can I finish before my next date at G.A. 15?

As fast as the calendar requires. Because sessions are one on one and available seven days a week, a four-session program can be completed in under two weeks and an eight-session program in three to five. Tell us the date at intake and we build the schedule to beat it.

Do you offer the program in Spanish?

Yes — sessions, lessons, and every document the court receives can be delivered in Spanish. Roughly 45 percent of New Britain residents are Hispanic or Latino, and many of our Connecticut clients complete the program entirely in Spanish.

Can I contact the protected person to tell them I enrolled?

No. A protective order from G.A. 15 and a restraining order from the New Britain J.D. are enforced by felony charge under §§ 53a-223 and 53a-223b, and contact the protected person invited is still a violation. Your documentation goes to your attorney, who decides who sees it.

Does this help in my custody case too?

Often. The family judges at the New Britain J.D. who decide § 46b-15 orders also decide custody and parenting time, and Connecticut law directs them to consider family violence. A documented anger management program is regularly presented in those proceedings. Your family law attorney will tell you how and when.

Is there a waitlist?

No. You enroll the day you text, receive the enrollment letter the same day — in time for a next-day arraignment at G.A. 15 in many cases — and can hold your first live session this week.

Will G.A. 15 accept an anger management certificate from a New Jersey program?

Yes. Connecticut has no statewide approved-provider list for general anger management; acceptance is at the discretion of the judge, prosecutor, or Family Services counselor handling your case, and what they look for is a live, instructor-led program with verifiable documentation. NJAMG’s documents have never been rejected by a court since 2012, and our Court Acceptance Guarantee applies at G.A. 15 and the New Britain J.D.: accepted, or your fee is refunded.
