Charged With Assault, Threatening, Harassment, or Stalking in New London? How to Mitigate a Family Violence Case at G.A. 10

Assault in the third degree, disorderly conduct, breach of peace, threatening, harassment, stalking — when the other person is a spouse, partner, ex, co-parent, roommate, or relative, Connecticut calls it family violence, and G.A. 10 handles it on a track of its own. This is the program defense attorneys in New London send clients to before the first pretrial: live, private, one-on-one sessions any day of the week, lessons customized to the charge and the order, and documentation Connecticut courts have never rejected.

G.A. 10 New London — Restraining Orders, Protective Orders, and Anger Management

If you only read this box: Connecticut’s mandatory-arrest law means a New London family violence call ends in an arrest and a next-day arraignment at G.A. 10; a restraining order application means a hearing at the New London J.D. within two weeks. Neither is decided by what happened alone — both are decided by what the judge believes will happen next. A live, one-on-one anger management program with a same-day enrollment letter is the clearest evidence a respondent can bring to that question. NJAMG has provided it since 2012, never had a court reject its documentation, and guarantees acceptance. NJAMG is not an FVEP, EXPLORE, or EVOLVE provider. Text ENROLL CT to 201-205-3201.

New London and the G.A. 10 Family Violence Docket

G.A. 10 on Broad Street handles criminal cases for New London, Groton, Waterford, Stonington, Ledyard, and the shoreline towns, and it is one of the courts the Judicial Branch has equipped with a dedicated domestic violence docket. New London recorded 186 family violence incidents in 2023 and Groton 108. Civil restraining orders are heard a few blocks away at the New London Judicial District courthouse on Huntington Street.

This is a military and maritime docket. The Naval Submarine Base in Groton, the Coast Guard Academy, Electric Boat, and Pfizer put thousands of people with security clearances and federal employment into the towns G.A. 10 serves. For a sailor or a shipyard worker, a family violence arrest is a command problem and a clearance problem before it is a court problem — and a criminal protective order that bars them from base housing is a life problem.

The domestic violence docket at G.A. 10 checks in on defendants regularly and reads what Family Services reports. An enrollment letter at the first check-in and a certificate before resolution are the two documents that change those reports. We produce both, on a schedule that works around duty days and shipyard shifts.

Two Orders, Two Courtrooms: Restraining Order vs. Protective Order in New London

Connecticut runs two parallel systems for keeping people apart after a family incident. One is a lawsuit the applicant files; the other is a condition the criminal judge imposes. Respondents in New London often face both.

Civil — New London J.D.

Restraining Order (Relief from Abuse, C.G.S. § 46b-15)

  • Filed by a family or household member — spouse, ex, co-parent, relative, someone you live or lived with, or a current or recent dating partner — at the Superior Court family clerk’s office.
  • Granted ex parte the same day if the judge finds an immediate and present physical danger; a full hearing follows within 14 days (7 days when firearms are involved).
  • “Domestic violence” for this purpose includes physical harm, threats creating fear of imminent injury, verbal abuse with a present danger of violence, and — since October 2021 — coercive control.
  • Lasts up to one year and can be extended; can bar you from your home, your children, and any contact; requires surrender of firearms and ammunition.
  • Violation is a felony under § 53a-223b. The hearing is your one chance to be heard on the terms.
Criminal — G.A. 10

Protective Order (C.G.S. § 46b-38c)

  • Issued by the criminal judge at your first appearance after a family violence arrest — the next court business day — after a Family Services interview.
  • Three levels: full no-contact, residential stay-away, or partial (limited), each prohibiting threatening, harassing, or assaultive conduct at minimum.
  • Lasts for the life of the criminal case unless modified by motion; a standing criminal protective order (§ 53a-40e) can follow a conviction.
  • Violation is a class D felony under § 53a-223 — class C if the violation involves assault, threats, or restraint — regardless of who initiated contact.
  • Family Services reviews compliance at each appearance and reports to the court.

Your attorney is the only audience for your enrollment letter. Handing it to the protected person, posting it, or mentioning it in a message is contact, and contact under a G.A. 10 protective order or a New London J.D. restraining order is a felony under §§ 53a-223 and 53a-223b. Let your lawyer decide where it goes.

What Happens After a Family Violence Arrest in New London

  1. Hour zeroPolice are called to a home in New London. Under Connecticut’s mandatory-arrest statute, probable cause means someone is arrested — the person who called, the person who was called about, or both.
  2. The next morningFamily violence arrestees are arraigned the next business day at G.A. 10. Family Services interviews you first. If you have already texted us, the enrollment letter can be in your attorney’s hands before that interview.
  3. The protective orderThe judge issues a criminal protective order at arraignment. A full or residential order can keep you out of your home for the life of the case. Modifying it later requires a motion, a hearing, and a reason — a documented program is the reason attorneys use most.
  4. The middlePretrials and Family Services check-ins. On a domestic violence docket you may return every few weeks; on a general docket, every month or two. Each appearance is a chance to show progress or a chance to show nothing.
  5. The endMost New London family violence misdemeanors end in FVEP, Accelerated Rehabilitation, a nolle with conditions, or a plea. A completed, documented anger management program is the fact that most often tips a prosecutor toward the first three.

The Charges Behind a New London Family Violence Case

Under § 46b-38a, “family violence” is an incident between family or household members that results in physical harm or creates fear of imminent physical harm — verbal abuse alone is not enough unless there is a present danger and a likelihood of violence. In practice, the charges that arrive at G.A. 10 from New London with the designation are these:

Assault in the Third Degree§ 53a-61 · Class A misdemeanor · intentionally causing injury, or recklessly causing serious injury
Disorderly Conduct§ 53a-182 · Class C misdemeanor · fighting, threatening, or tumultuous behavior; the most common family violence charge
Breach of Peace, Second Degree§ 53a-181 · Class B misdemeanor · fighting, threats, or abusive language in a public place
Threatening, Second Degree§ 53a-62 · Class A misdemeanor · a threat of physical harm that puts another in fear — texts count
Harassment, Second Degree§ 53a-183 · Class C misdemeanor · calls, texts, or messages made with intent to harass, annoy, or alarm
Stalking, Second Degree§ 53a-181d · Class A misdemeanor · a course of conduct that would cause a reasonable person to fear for their safety
Strangulation or Suffocation, Third Degree§ 53a-64cc · Class A misdemeanor · restricting breathing or blood flow — second degree (§ 53a-64bb) is a class D felony
Criminal Violation of a Protective or Restraining Order§ 53a-223 / § 53a-223b · Class D felony (class C with assault, threats, or restraint) · the charge that turns a misdemeanor case into a felony case

Every one of these charges, when the parties are family or household members, produces a next-business-day arraignment at G.A. 10 and a protective order. Add a violation of that order and a misdemeanor case becomes a felony case under § 53a-223.

The Respondent’s Playbook: Restraining Order Hearings, Protective Orders, FVEP, and AR

A restraining order respondent in New London has a hearing within 14 days and, usually, no criminal charge. A family violence defendant has a criminal case at G.A. 10 and, usually, a protective order already in place. Many people have both at once. The playbook is the same in each: get an attorney, obey the order to the letter, and start building the record that shows the court who you are when you are not at your worst.

Concretely, New London defense attorneys use our documentation in five places: at the Family Services interview, to argue for a partial rather than a full protective order; in a motion to modify the protective order once the case is underway; in an FVEP or Accelerated Rehabilitation application, where the court is weighing amenability; in negotiating a nolle with conditions, where completed anger management is frequently the condition; and at a § 46b-15 hearing, where a respondent who has taken responsibility for de-escalation is a different respondent from one who has not. Enrolling is not an admission — the program is expressly built for people who defended themselves — but it is evidence of exactly the thing every one of those decision-makers is trying to measure.

You Will Not Be Judged Here

We say it on every page because the people who need this program in New London are usually ashamed to ask for it. Do not be. The domestic violence docket at G.A. 10 is full of nurses, teachers, engineers, and parents who had one terrible night. The instructor has heard every version of that night. Say it once, plainly, and we will get to work.

Why Connecticut Courts Accept This Program and Reject Self-Paced Videos

Connecticut has no state licensing board or approved-provider list for general anger management. Acceptance is decided case by case by the judge, the prosecutor, or the Family Services counselor handling your matter at G.A. 10 — and several G.A. courts and Family Services offices reject self-paced online programs on sight. What they accept is what NJAMG is: a live, instructor-led program with a named instructor, dated sessions, a real curriculum, and a phone number that a court employee can call.

What you get: an intake session that reads your order and your hearing date; a schedule of live one-on-one sessions any day of the week; written lessons customized to your New London case; and documentation at every stage — enrollment, progress, completion — written the way Connecticut Family Services staff and judges expect to read it.

NJAMG is not an FVEP, EXPLORE, or EVOLVE provider. Those are Judicial Branch programs run by contracted agencies, and only the court can send you to them. What NJAMG provides is the private, documented anger management that attorneys at G.A. 10 use to strengthen an FVEP or AR application, to argue for a modified protective order, to satisfy an anger management condition the court writes into a nolle or a plea, and to answer a § 46b-15 judge at the New London J.D..

Paperwork That Holds Up at G.A. 10 and the New London J.D.

The documents that get questioned in Connecticut courtrooms all have the same defects: no instructor name, no dates, no session count, no curriculum, no phone number, and a program that turns out to be a website. Ours are built to pass a Family Services counselor’s reading. The enrollment letter goes out the same day. Progress notes are available at every pretrial. The Certificate of Completion is a formal signed document; the Completion Letter is a narrative on letterhead spelling out sessions, hours, dates, attendance, and participation. Both list a number a real person answers.

No court has rejected these documents since 2012. Our Court Acceptance Guarantee makes that a promise rather than a boast.

The instructor is the same person for every client, in Jersey City or New London, and the reviews reflect it. All of them are five stars.

“I had an outstanding experience with this anger management class and highly recommend it to anyone looking for real, lasting change. What truly sets this program apart is how much effort the instructors put into customizing the lessons for each student. They don’t take a one-size-fits-all approach — instead, they listen carefully, understand individual situations, and tailor the material so it directly applies to real-life challenges.”

An Hour Down the Corridor. Serving Connecticut Since Before It Was Easy.

NJAMG was founded in Jersey City in 2012 by Santo V. Artusa Jr., J.D., C.A.M.T. — a Rutgers Law graduate, former public defender, and family-law mediator named to Best Lawyers in America, who retired from practicing law to run this program full time. For fifteen years he stood next to defendants at arraignments and next to respondents at restraining order hearings while judges decided whether their paperwork was good enough. The program he built is the answer to that question, and it turned out the answer works in New London exactly as it does in Hudson County.

More than 2,500 clients have completed the program. No court has rejected its documentation. It serves all fifty states — and New London, Connecticut, is closer to its home than most.

G.A. 10 Family Violence and Restraining Order Questions We Get From New London Clients

Should I enroll before my restraining order hearing at the New London J.D.?

Ask your attorney, but in our experience the answer is almost always yes. A § 46b-15 hearing happens within 14 days of the application, and the judge is deciding whether the applicant needs a full, year-long order or something narrower. A respondent who can show a same-day enrollment letter and a session schedule has given the court a concrete reason to consider narrower terms. Enrolling is not an admission of the allegations.

I was arrested along with the person who called the police. Why would I take anger management?

Because Connecticut’s mandatory-arrest law and its dual-arrest rate — 7.2 percent of incidents in 2023, more than 1,100 cases — mean the docket at G.A. 10 is full of people who defended themselves. The program is not a confession. It is evidence of the capacity to de-escalate, which is the quality every decision-maker in your case is trying to measure. Sessions are one on one, so a self-defense case is treated as a self-defense case.

How fast can I finish before my next date at G.A. 10?

As fast as the calendar requires. Because sessions are one on one and available seven days a week, a four-session program can be completed in under two weeks and an eight-session program in three to five. Tell us the date at intake and we build the schedule to beat it.

Do you offer the program in Spanish?

Yes — sessions, lessons, and every document the court receives can be delivered in Spanish. Roughly 35 percent of New London residents are Hispanic or Latino, and many of our Connecticut clients complete the program entirely in Spanish.

Can I contact the protected person to tell them I enrolled?

No. A protective order from G.A. 10 and a restraining order from the New London J.D. are enforced by felony charge under §§ 53a-223 and 53a-223b, and contact the protected person invited is still a violation. Your documentation goes to your attorney, who decides who sees it.

Does this help in my custody case too?

Often. The family judges at the New London J.D. who decide § 46b-15 orders also decide custody and parenting time, and Connecticut law directs them to consider family violence. A documented anger management program is regularly presented in those proceedings. Your family law attorney will tell you how and when.

Is there a waitlist?

No. You enroll the day you text, receive the enrollment letter the same day — in time for a next-day arraignment at G.A. 10 in many cases — and can hold your first live session this week.
