Restraining Order or Family Violence Arrest in Stamford, CT? Anger Management Before Your Hearing at G.A. 1

A family violence arrest in Stamford means an arraignment at G.A. 1 the next business day, a Family Services interview, and a criminal protective order before you have had time to think. A civil restraining order application means a hearing at the Stamford–Norwalk J.D. within two weeks. In both settings the judge is deciding whether the incident was a moment or a pattern — and a defendant or respondent who has already enrolled in a live, instructor-led anger management program has an answer. NJAMG delivers it privately, one on one, seven days a week, with same-day documentation.

G.A. 1 Stamford — Restraining Orders, Protective Orders, and Anger Management

If you only read this box: Connecticut’s mandatory-arrest law means a Stamford family violence call ends in an arrest and a next-day arraignment at G.A. 1; a restraining order application means a hearing at the Stamford–Norwalk J.D. within two weeks. Neither is decided by what happened alone — both are decided by what the judge believes will happen next. A live, one-on-one anger management program with a same-day enrollment letter is the clearest evidence a respondent can bring to that question. NJAMG has provided it since 2012, never had a court reject its documentation, and guarantees acceptance. NJAMG is not an FVEP, EXPLORE, or EVOLVE provider. Text ENROLL CT to 201-205-3201.

Stamford and the G.A. 1 Family Violence Docket

The Hoyt Street courthouse in Stamford houses both G.A. 1, the criminal court, and the Stamford–Norwalk Judicial District, the civil and family court — which means a family violence arrest and a restraining order application from the same household can be heard in the same building. Since 2022 the court has also absorbed Norwalk’s G.A. 20 docket; the Belden Avenue courthouse in Norwalk no longer calls cases. Between the two cities the court saw 752 family violence incidents in 2023, and it runs a dedicated domestic violence docket to handle them.

Lower Fairfield County defendants are, by and large, people with careers that do not survive a criminal record: finance and insurance professionals in the Stamford office towers, Greenwich and Darien parents in the middle of a custody case, Norwalk contractors, Westport and Wilton households where a marriage is ending badly. A criminal protective order can bar you from the family home for the life of the case; a civil restraining order under § 46b-15 can do the same for a year. Both are decided by judges who read what you have done since the arrest.

Our program was built in Jersey City, an hour down the Northeast Corridor, by a retired lawyer who spent fifteen years in exactly these hearings. For a Stamford or Greenwich defendant, that means an enrollment letter the same day, sessions scheduled around a Metro-North commute, and documentation written the way a Family Services counselor and a judge expect to read it.

Two Orders, Two Courtrooms: Restraining Order vs. Protective Order in Stamford

The first question we ask a new Stamford client is which order they are under — because the answer decides which courtroom, which judge, which deadline, and which documents matter first.

The Family Court Order

Civil Restraining Order — § 46b-15 at the Stamford–Norwalk J.D.

  • Application by a family or household member; ex parte order possible the same day; hearing within 14 days.
  • Standard is domestic violence as defined in § 46b-1, which now includes coercive control alongside physical harm and threats.
  • Up to one year, extendable on motion; firearms and ammunition surrendered; entry in the protective order registry.
  • A respondent may contest the order, agree to it without admission, or negotiate its terms — with an attorney if at all possible.
  • Read by the same family judges who decide custody and parenting time.
The Criminal Court Order

Criminal Protective Order — § 46b-38c at G.A. 1

  • Entered at the next-business-day arraignment on the recommendation of the Family Services unit.
  • Full no-contact, residential stay-away, or partial — the judge chooses based on the police report, the interview, and the protected person’s wishes.
  • Stays in force until the case ends or the judge modifies it; violating it is a new felony even if the protected person invited the contact.
  • Modification requires a motion and a hearing — usually with Family Services’ input — and a demonstrated change in circumstances.
  • Proof of a legitimate anger management program is among the most common grounds attorneys cite in a modification motion.

Treat the order as absolute. Judges at G.A. 1 see the same pattern every week: a misdemeanor case that became a felony case because someone answered a text, dropped off a car seat, or went home to feed the dog. If the protected person reaches out, you do not respond — you tell your attorney. Program documentation goes to counsel, not to them.

What Happens After a Family Violence Arrest in Stamford

  1. Arrest — no discretionConnecticut removed the officer’s discretion in 1986 after Thurman v. City of Torrington. If there is probable cause of a family violence crime in Stamford, there is an arrest. That is why the docket at G.A. 1 is full of people who were never the danger.
  2. Family Services — the first evaluationThe next business day, before arraignment, the Family Violence Intervention Unit interviews you and recommends a protective order level. Come with an attorney if you can, and with an enrollment letter if you have one.
  3. Arraignment — the protective orderFull, residential, or partial. Conditions of release. A return date. The order is enforced by felony charge, and Family Services reports on compliance at every appearance.
  4. Pretrial — the case for youWeeks to months of appearances during which your attorney negotiates FVEP eligibility, an AR application, a nolle, or a plea. Written proof of anger management — enrollment, progress, completion — is the currency of that negotiation.
  5. DispositionDismissal after FVEP or AR, a nolle, a reduced plea, or trial. In each path, what you did between the arrest and the disposition is what the file says about you.

The Charges Behind a Stamford Family Violence Case

Under § 46b-38a, “family violence” is an incident between family or household members that results in physical harm or creates fear of imminent physical harm — verbal abuse alone is not enough unless there is a present danger and a likelihood of violence. In practice, the charges that arrive at G.A. 1 from Stamford with the designation are these:

Assault in the Third Degree§ 53a-61 · Class A misdemeanor · intentionally causing injury, or recklessly causing serious injury
Disorderly Conduct§ 53a-182 · Class C misdemeanor · fighting, threatening, or tumultuous behavior; the most common family violence charge
Breach of Peace, Second Degree§ 53a-181 · Class B misdemeanor · fighting, threats, or abusive language in a public place
Threatening, Second Degree§ 53a-62 · Class A misdemeanor · a threat of physical harm that puts another in fear — texts count
Harassment, Second Degree§ 53a-183 · Class C misdemeanor · calls, texts, or messages made with intent to harass, annoy, or alarm
Stalking, Second Degree§ 53a-181d · Class A misdemeanor · a course of conduct that would cause a reasonable person to fear for their safety
Strangulation or Suffocation, Third Degree§ 53a-64cc · Class A misdemeanor · restricting breathing or blood flow — second degree (§ 53a-64bb) is a class D felony
Criminal Violation of a Protective or Restraining Order§ 53a-223 / § 53a-223b · Class D felony (class C with assault, threats, or restraint) · the charge that turns a misdemeanor case into a felony case

Every one of these charges, when the parties are family or household members, produces a next-business-day arraignment at G.A. 1 and a protective order. Add a violation of that order and a misdemeanor case becomes a felony case under § 53a-223.

Before the Hearing, Not After the Order: Using the Program as Evidence

Mitigation in a family violence case is not about the facts of the incident — that is the defense’s job, and your attorney will handle it. Mitigation is about the person. The question at G.A. 1 is whether the man or woman standing at the rail is someone who lost control once and has done something about it, or someone who will be back. A prosecutor deciding whether to offer FVEP, a judge deciding whether to grant AR, and a Family Services counselor deciding whether to recommend easing a protective order all answer that question with the same evidence: what have you done since?

The same proof works at the Stamford–Norwalk J.D.. A § 46b-15 respondent who arrives at the hearing with an enrollment letter, a schedule of completed sessions, and an instructor’s contact number has given the judge a concrete reason to enter a narrower order — or, in a case where the applicant’s own account is thin, to enter none. We have watched this play out in Connecticut courtrooms for years; it is the reason this page exists.

Why Connecticut Courts Accept This Program and Reject Self-Paced Videos

Connecticut has no state licensing board or approved-provider list for general anger management. Acceptance is decided case by case by the judge, the prosecutor, or the Family Services counselor handling your matter at G.A. 1 — and several G.A. courts and Family Services offices reject self-paced online programs on sight. What they accept is what NJAMG is: a live, instructor-led program with a named instructor, dated sessions, a real curriculum, and a phone number that a court employee can call.

What you get: an intake session that reads your order and your hearing date; a schedule of live one-on-one sessions any day of the week; written lessons customized to your Stamford case; and documentation at every stage — enrollment, progress, completion — written the way Connecticut Family Services staff and judges expect to read it.

About FVEP, EXPLORE, and EVOLVE. Connecticut’s Family Violence Education Program (§ 46b-38c(g)) is a pretrial, court-run program — nine sessions for eligible first-time family violence defendants, with the charges dismissed on completion. EXPLORE and EVOLVE are the Judicial Branch’s longer post-conviction programs. NJAMG is not a provider of any of them and cannot substitute for a court order to attend one. Our program is used alongside the court’s process: before the FVEP application to show amenability, during a protective order to support a modification, or as the anger management condition written into an AR grant, a nolle, or a family court order.

  2. We match the program to the case — the hearing date at the Stamford–Norwalk J.D., the next pretrial at G.A. 1, any session count in an order or agreement.
  3. Your attorney has the enrollment letter today.
  4. Sessions any day of the week, private and live, around a protective order’s terms and a work schedule.
  5. Certificate and Completion Letter on your last day.

Paperwork That Holds Up at G.A. 1 and the Stamford–Norwalk J.D.

The documents that get questioned in Connecticut courtrooms all have the same defects: no instructor name, no dates, no session count, no curriculum, no phone number, and a program that turns out to be a website. Ours are built to pass a Family Services counselor’s reading. The enrollment letter goes out the same day. Progress notes are available at every pretrial. The Certificate of Completion is a formal signed document; the Completion Letter is a narrative on letterhead spelling out sessions, hours, dates, attendance, and participation. Both list a number a real person answers.

No court has rejected these documents since 2012. Our Court Acceptance Guarantee makes that a promise rather than a boast.

An Hour Down the Corridor. Serving Connecticut Since Before It Was Easy.

NJAMG was founded in Jersey City in 2012 by Santo V. Artusa Jr., J.D., C.A.M.T. — a Rutgers Law graduate, former public defender, and family-law mediator named to Best Lawyers in America, who retired from practicing law to run this program full time. For fifteen years he stood next to defendants at arraignments and next to respondents at restraining order hearings while judges decided whether their paperwork was good enough. The program he built is the answer to that question, and it turned out the answer works in Stamford exactly as it does in Hudson County.

More than 2,500 clients have completed the program. No court has rejected its documentation. It serves all fifty states — and Stamford, Connecticut, is closer to its home than most.

G.A. 1 Family Violence and Restraining Order Questions We Get From Stamford Clients

Can I contact the protected person to tell them I enrolled?

No. A protective order from G.A. 1 and a restraining order from the Stamford–Norwalk J.D. are enforced by felony charge under §§ 53a-223 and 53a-223b, and contact the protected person invited is still a violation. Your documentation goes to your attorney, who decides who sees it.

Does this help in my custody case too?

Often. The family judges at the Stamford–Norwalk J.D. who decide § 46b-15 orders also decide custody and parenting time, and Connecticut law directs them to consider family violence. A documented anger management program is regularly presented in those proceedings. Your family law attorney will tell you how and when.

Is there a waitlist?

No. You enroll the day you text, receive the enrollment letter the same day — in time for a next-day arraignment at G.A. 1 in many cases — and can hold your first live session this week.

Will G.A. 1 accept an anger management certificate from a New Jersey program?

Yes. Connecticut has no statewide approved-provider list for general anger management; acceptance is at the discretion of the judge, prosecutor, or Family Services counselor handling your case, and what they look for is a live, instructor-led program with verifiable documentation. NJAMG’s documents have never been rejected by a court since 2012, and our Court Acceptance Guarantee applies at G.A. 1 and the Stamford–Norwalk J.D.: accepted, or your fee is refunded.

Should I enroll before my restraining order hearing at the Stamford–Norwalk J.D.?

Ask your attorney, but in our experience the answer is almost always yes. A § 46b-15 hearing happens within 14 days of the application, and the judge is deciding whether the applicant needs a full, year-long order or something narrower. A respondent who can show a same-day enrollment letter and a session schedule has given the court a concrete reason to consider narrower terms. Enrolling is not an admission of the allegations.

I was arrested along with the person who called the police. Why would I take anger management?

Because Connecticut’s mandatory-arrest law and its dual-arrest rate — 7.2 percent of incidents in 2023, more than 1,100 cases — mean the docket at G.A. 1 is full of people who defended themselves. The program is not a confession. It is evidence of the capacity to de-escalate, which is the quality every decision-maker in your case is trying to measure. Sessions are one on one, so a self-defense case is treated as a self-defense case.

How fast can I finish before my next date at G.A. 1?

As fast as the calendar requires. Because sessions are one on one and available seven days a week, a four-session program can be completed in under two weeks and an eight-session program in three to five. Tell us the date at intake and we build the schedule to beat it.
