South Carolina Pardon — The SCDPPPS pardon requirements — Quick Answer

Short version for the SCDPPPS pardon requirements: South Carolina pardons are decided by a hearing before the seven-member Board in Columbia, where the applicant appears and two-thirds must vote to grant. A pardon restores civil rights, licensing eligibility, and state firearm rights (§ 24-21-990) but does not expunge the conviction. Rehabilitation is what the Board is looking for, and it credits what it can verify. NJAMG’s Positive Momentum Anger Management is built to be verified — live, dated, one-on-one sessions; a named instructor who is a retired criminal lawyer and certified anger management clinician; and a two-to-five-page Completion Letter written for the Board. Minimum eight sessions; pardon-track pricing from $750, all documents included. Text ENROLL SC to 201-205-3201.

NJAMG is a private program and is not affiliated with, endorsed by, or operated by the South Carolina Board of Paroles and Pardons, South Carolina Department of Probation, Parole and Pardon Services (SCDPPPS), or any court. NJAMG is psychoeducational and is not psychotherapy or medical or mental health treatment, does not accept insurance, does not give legal advice, and cannot guarantee the outcome of any pardon application; the Board has full discretion to grant or deny. Eligibility rules, procedures, and statistics are drawn from the Board’s published rules, forms, and FAQs and from public sources as of September 2026 and may change.

The SCDPPPS pardon requirements — What the Board Actually Reads

The South Carolina pardon process runs through SCDPPPS. Eligibility under § 24-21-950: probationers any time after discharge; parolees after five successful years of supervision or discharge; anyone who served the full sentence any time after discharge; all restitution paid (§ 17-25-322(E)). The application must be completed, signed, and notarized, with three written letters of support from people not related to you by birth or marriage — each signed and dated within the past six months — and a $100 non-refundable fee, mailed to SCDPPPS at P.O. Box 207, Columbia, SC 29202. The form warns in capitals that falsification of any documentation results in denial.

After filing, agents in the county where the offense occurred investigate the applicant’s residence, employment, conduct, and references; the file is then scheduled, in the order received, for a hearing before the seven-member Board in Columbia, roughly seven to nine months later. Registered victims receive 30 days’ notice and may participate in person, by video from remote sites, by phone, or in writing. Two-thirds of the Board must sign an order of pardon (§ 24-21-930). A denied applicant waits one year to reapply (§ 24-21-960(B)).

Nowhere in those requirements is anger management mandatory — and that is exactly why it counts. A required program proves compliance; a voluntary one proves insight. NJAMG’s Positive Momentum program is the voluntary one: assessed, customized, delivered one on one by live video, and documented in a two-to-five-page Completion Letter by a retired criminal defense lawyer and certified anger management clinician, addressed to the South Carolina Board of Paroles and Pardons and verifiable by the investigating agent.

What the Board Weighs — and Where the Completion Letter Lands

Rehabilitation

The factor every pardon board lists and the only one the applicant can still build. For the SCDPPPS pardon requirements it is built with documents: employment, education, service, and a completed program described specifically enough for the Board to rely on.

The offense and its record

Fixed. The Board has the conviction and the incident report before it reads anything from you; your account should match them. Minimizing is the most common self-inflicted denial.

Conduct since

The criminal history since the sentence, verified by the South Carolina investigation. Clean years are the floor of a strong file, not the ceiling.

Victim and official input

Registered victims receive 30 days’ notice of the hearing on the SCDPPPS pardon requirements and may address the Board in person, by video from remote sites, by phone, or in writing — up to five victims and witnesses per hearing. The applicant’s rehabilitation evidence is the other side of that scale.

References and reputation

Three signed letters of support from people not related to you by birth or marriage, dated within six months, verified by the county agent — and the agent’s own report on your residence, employment, and conduct since the SCDPPPS pardon requirements.

Why the conduct will not recur

The question under all the others. For an anger-related conviction it is answered by a documented mechanism of change — an assessment, a curriculum, dated sessions — not by a promise.

Eligibility in South Carolina: Before the File

Eligibility checklist — South Carolina Board of Paroles and Pardons

  • Timing (§ 24-21-950): probationers any time after discharge; parolees after five successful years of supervision or discharge; anyone who served the full sentence any time after discharge. Earlier only on ‘the most extraordinary circumstances.’
  • Restitution paid in full (§ 17-25-322(E)); no pending charges.
  • The application: completed, signed, and notarized, with three written letters of support from people not related to you by birth or marriage, each signed and dated within the past six months, and a $100 non-refundable fee.
  • Honesty: the application warns in capitals that falsification of any documentation results in denial.
  • After a denial (§ 24-21-960(B)): one year before reapplying.

A new arrest ends the application. Pending charges make you ineligible in South Carolina, and an arrest during the process — including a protective order violation — ends it. Complete the program, keep the record clean, and file when the clock has run.

How the Board Decides — A Hearing Before Seven Members in Columbia

A South Carolina pardon is decided in a room in Columbia with the applicant standing in it. After the county agent’s investigation and a wait of seven to nine months, the seven-member Board calls the case for the SCDPPPS pardon requirements, hears from the applicant and anyone who appears in support, hears from any victim — in person, by video from a remote site, by phone, or through a written statement — and votes. Five of seven must agree; § 24-21-930 requires two-thirds to sign the order. Hearings are public, and the Board meets monthly in current practice.

If two-thirds of the Board sign the order for the SCDPPPS pardon requirements, § 24-21-990 restores all civil rights lost by the conviction, the right to be licensed for any occupation requiring a license, and South Carolina firearm rights — though a federal firearm disability for a misdemeanor crime of domestic violence is not lifted by a state pardon. A pardoned conviction cannot be used as a prior offense. The conviction itself remains on the record.

Building the Application for The SCDPPPS pardon requirements: Every Piece the Board Reads

Applicants for the SCDPPPS pardon requirements often ask what a ‘complete’ file looks like. The South Carolina process has a required list — the notarized application; three signed, dated letters of support from non-relatives; the $100 fee; the investigating agent’s report from the county of the offense — residence, employment, conduct, references; and the supporting documents you attach: a personal statement, employment verification, and proof of completed rehabilitation programs — and then a category most applicants leave thin: proof of rehabilitation that speaks to the conviction itself. For an assault, domestic violence, harassment, or threats conviction, the Board wants to know that the anger has been addressed, and a line on a résumé does not tell it that.

NJAMG’s Positive Momentum Completion Letter belongs in that third group, and it is written to be cited from the first. Two to five pages, addressed to the South Carolina Board of Paroles and Pardons, signed by a retired criminal defense lawyer and certified anger management clinician: voluntary enrollment and its purpose; the assessment; the customized curriculum and the methods used; every session by date and length; the applicant’s engagement; the instructor’s assessment of change; and a phone number the South Carolina investigator can call. It goes in with the application, and the applicant’s statement points to it.

Why the Pardon Is the Relief for The SCDPPPS pardon requirements in South Carolina

A South Carolina pardon ‘fully forgives’ the conviction and restores civil rights, occupational licensing eligibility, and state firearm rights (§ 24-21-990), and a pardoned conviction cannot be used as a prior offense (State v. Baucom). It does not expunge the record — the conviction stays visible with the pardon noted, and must still be disclosed on applications. Expungement in South Carolina runs on separate statutes with their own eligibility; for a domestic violence conviction the pardon is generally the available relief.

The South Carolina convictions this applies to most

South Carolina reorganized its domestic violence law in 2015 (Act 58): first, second, and third degree under § 16-25-20 and domestic violence of a high and aggravated nature under § 16-25-65; any DV conviction carries a federal firearm disability that a state pardon cannot lift — a point the file for the SCDPPPS pardon requirements should acknowledge rather than ignore.

Domestic violence, third degree§ 16-25-20(D)misdemeanor — causing or threatening physical harm to a household member; the former ‘criminal domestic violence’ (CDV)
Domestic violence, second degree§ 16-25-20(C)misdemeanor, up to three years — moderate bodily injury, or violation of a protection order, or a prior DV conviction
Domestic violence, first degree§ 16-25-20(B)felony, up to ten years — great bodily injury or aggravating circumstances
Assault and battery, third degree§ 16-3-600(E)misdemeanor — unlawfully injuring or attempting to injure another
Harassment / stalking§§ 16-3-1700, 16-3-1710misdemeanor or felony — a pattern of intentional, unreasonable intrusion

Court-Ordered Then, Voluntary Now — The Difference the Board Notices

A Board member reviewing a file for the SCDPPPS pardon requirements has minutes, not hours. What they need from a rehabilitation document is a clear answer to five questions: What was the program? Who ran it, and what are their credentials? When, and for how long? What did the applicant actually do? What changed? A certificate answers the first. NJAMG’s Positive Momentum Completion Letter answers all five — the assessment, the curriculum built from it (REBT and CBT methods applied to the applicant’s own triggers), each session by date, the total hours, the applicant’s participation, the instructor’s assessment of change, and the instructor’s credentials as a retired criminal defense lawyer, former public defender, and certified anger management clinician.

NJAMG’s Positive Momentum Anger Management is built around all four. Enrollment is voluntary and private; the course is built from an assessment; sessions are live, one on one, and dated; and the Completion Letter is written by a retired criminal defense lawyer for the reader who will decide.

Positive Momentum Anger Management: Assessment, Custom Lessons, Live One-on-One Sessions, a Lawyer-Written Letter

Positive Momentum Anger Management is NJAMG’s rehabilitation track — the version of our program built for pardon, clemency, and record-relief files rather than for a court deadline. It begins with an assessment in the first session: the incident behind the SCDPPPS pardon requirements, the relationship or situation it arose from, what has happened in the years since, and what the applicant wants the Board to understand. From that assessment the instructor writes customized lessons and exercises grounded in REBT and CBT methods — triggers, the interval between impulse and action, de-escalation, communication under provocation, and whatever the assessment surfaced as the applicant’s own pattern. Each lesson is completed between sessions and worked through in a private one-on-one live video session with the same instructor, bookable seven days a week.

The applicant finishes with three things: a change they can describe to the Board in their own words, a Positive Momentum Certificate of Completion with a verification number, and a two-to-five-page Positive Momentum Completion Letter that says what was done, when, and how — signed by a retired criminal defense lawyer and certified anger management clinician. NJAMG is psychoeducational, not psychotherapy or treatment, and the letter says so.

1AssessmentThe incident, the history, the file
2Custom lessonsREBT and CBT exercises written for you
3Live one-on-oneSame instructor, 7 days a week, 8–16 sessions
4Lawyer-written letter2–5 pages, addressed to the Board

What the Positive Momentum Completion Letter Contains

  1. Purpose and voluntary enrollment — that the applicant sought the program on their own, after the case, for their rehabilitation and South Carolina pardon application.
  2. The assessment — what the instructor found about the incident, the pattern, and the applicant’s history, in professional language a Board can rely on.
  3. The curriculum — the customized lessons and exercises, the REBT and CBT methods applied, and why they were chosen for this applicant.
  4. Every session by date and length — eight to sixteen private one-on-one live video sessions, with total hours.
  5. The applicant’s engagement — attendance, preparation, candor, and the work done between sessions.
  6. The instructor’s assessment of change — what the instructor observed shift over the program, stated as a professional opinion.
  7. Credentials and verification — Santo V. Artusa Jr., J.D., C.A.M.T., retired criminal defense lawyer and former public defender; (201) 205-3201 for the South Carolina investigator.

Not a court-ordered program, and not a substitute for one. If a South Carolina court ordered anger management, a batterer intervention program, or treatment at the time of the SCDPPPS pardon requirements, that order was satisfied through the court’s own process, and the record of it belongs in your pardon file. NJAMG’s Positive Momentum Anger Management is a private, voluntary, psychoeducational program undertaken afterward — different evidence for a different purpose — and it is not psychotherapy or clinical treatment.

Rehabilitation-Track Pricing — Every Tier Includes the Letter

12 sessions$1,050recommended for felonies, domestic-violence convictions, or files where a victim may be heard
16 sessions$1,350the full rehabilitation track — for serious or multiple convictions, or where the applicant wants the deepest documented record of change

Pardon-Track Pricing: From $750. Direct Pay. Documentation Guaranteed.

  • Eight sessions is the minimum for the rehabilitation track, because a pardon board is weighing years of conduct and a four-session certificate reads like a checkbox. Twelve and sixteen are available for felonies, domestic violence convictions, and files where a victim may be heard.
  • Every tier includes everything: the assessment, the customized lessons, every private live session, the enrollment letter, progress notes, the Positive Momentum Certificate of Completion, and the two-to-five-page lawyer-written Positive Momentum Completion Letter addressed to the South Carolina Board of Paroles and Pardons. Nothing is extra.
  • Private pay only — we do not accept or bill insurance. A voluntary rehabilitation program should look voluntary, and a pardon file should not generate a diagnosis code or a claims record. Zelle, Apple Pay, Cash App, or card; payment plans available.
  • Documentation guarantee. If the South Carolina Board of Paroles and Pardons will not accept the Positive Momentum Certificate of Completion and Positive Momentum Completion Letter into your file for the SCDPPPS pardon requirements, your fee is refunded in full. No court or board has rejected NJAMG documentation since 2012. What no one can guarantee is the pardon — the Board decides.

  3. Customized lessons and exercises written from the assessment; private one-on-one live video sessions with the same instructor, seven days a week; progress notes whenever you need them.
  4. Positive Momentum Certificate of Completion and the lawyer-written Positive Momentum Completion Letter on the day you finish — two to five pages, addressed to the South Carolina Board of Paroles and Pardons, verification number included.

Built by a Retired Criminal Lawyer Who Knows What a Board Reads. Serving South Carolina.

NJAMG was founded in Jersey City in 2012 by Santo V. Artusa Jr., J.D., C.A.M.T. — a Rutgers Law graduate, former public defender, and family-law mediator named to Best Lawyers in America, who retired from practice to run this program full time. For fifteen years he stood next to people while judges, prosecutors, and boards decided whether their paperwork was credible; the Positive Momentum Completion Letter he writes for the SCDPPPS pardon requirements is built on what he learned they look for. South Carolina has no approved-provider list for anger management submitted to its pardon board, so what the Board credits is what it finds credible — a named instructor with real credentials, dated live sessions, a real curriculum, a statement that enrollment was voluntary, and a phone number an investigator can call. No court or board has rejected NJAMG documentation since 2012, and our documentation guarantee applies to every South Carolina pardon file.

South Carolina Pardon Questions We Get

I completed a court-ordered class when my case was pending. Isn’t that enough?

Include it — it belongs in the file. But the Board reads a court-ordered program as a condition of the sentence, completed because a judge required it. A voluntary program completed years later, with nothing to gain but the change, is different evidence for the SCDPPPS pardon requirements: it shows insight rather than compliance. The Positive Momentum Completion Letter states that enrollment was voluntary.

What if my application was already denied?

You may reapply one year after a denial (§ 24-21-960(B)), with a new application, new letters of support, and a new fee. If the reasons point to rehabilitation or to the conduct behind the SCDPPPS pardon requirements, a documented program addresses them directly, and the Positive Momentum Completion Letter can be written to speak to the stated reasons.

Is there a waitlist?

No. You enroll the day you text ENROLL SC to 201-205-3201, receive the enrollment letter the same day, and can hold the assessment session this week — any day of the week.

Why is the minimum eight sessions?

Because a pardon board is weighing years of conduct, and a four-session certificate reads like a checkbox. Eight is the floor for the rehabilitation track; twelve or sixteen are recommended where the SCDPPPS pardon requirements is a felony, a domestic violence conviction, or a case where a victim may be heard. The letter is more persuasive the more there is to describe.

Is there a hearing?

Yes — before the seven-member Board at SCDPPPS headquarters in Columbia, scheduled in the order received about seven to nine months after filing. You appear; registered victims may participate in person, by video from remote sites, by phone, or in writing; two-thirds of the Board must sign an order of pardon.

Does a completed anger management program guarantee a South Carolina pardon?

No, and anyone who says otherwise is selling something. The South Carolina Board of Paroles and Pardons has full discretion. What Positive Momentum Anger Management does for the SCDPPPS pardon requirements is put specific, verifiable rehabilitation evidence — a lawyer-written, two-to-five-page Completion Letter describing a voluntary program — in front of the people who decide. The Board granted about 53 percent of requests over the last three years; two-thirds of seven members must sign, and a specific, documented program is what moves a fifth vote.

Who writes the Completion Letter, and how long is it?

Santo V. Artusa Jr., J.D., C.A.M.T. — a retired criminal defense lawyer, former public defender, and certified anger management clinician who is also the instructor for every session. The Positive Momentum Completion Letter runs two to five pages depending on program length and the complexity of the SCDPPPS pardon requirements, and it is addressed to the South Carolina Board of Paroles and Pardons. It describes voluntary enrollment, the assessment, the curriculum, each session by date, the applicant’s engagement, and the instructor’s assessment of change, and carries a phone number for verification.
