DV Program Completion and Removing a Final Restraining Order in NJ

ATTORNEY-FOUNDED  •  COURT-ACCEPTED  •  IDENTITY-VERIFIED

A New Jersey FRO is permanent until a judge dissolves it — and among the things judges weigh is whether you ever did the work. Here is what that evidence looks like.

Accepted by courts and probation departments in New Jersey — and used to satisfy court requirements in New York and Pennsylvania.

What NJ Courts Weigh on an FRO Dissolution Motion

A Final Restraining Order in New Jersey does not expire. To dissolve one, the restrained party must show good
cause, and courts assess these motions under factors drawn from published case law — commonly called the
Carfagno factors. They include, among others: whether the victim consents and fears the defendant, the
nature of the relationship today, contempt history, substance abuse, whether the defendant has attended
counseling or a domestic violence program
, the defendant’s good faith, and the passage of time.
No single factor controls — but the counseling factor is one you can actually do something about, and most
movants arrive with nothing.

What Credible Completion Evidence Looks Like

A judge weighing your motion years after the FRO will see whatever paper you bring. A bare certificate from a
weekend course answers nothing. A detailed Completion Letter describing a 26-week program —
weekly modules, 26 written accountability assignments, individual clinical sessions at intake, midpoint, and
discharge, identity verified throughout, with enrollment and discharge dates 26 weeks apart — is evidence a
motion can be built on. Our documentation is written by design for exactly this reading: a skeptical judge, years
later, deciding whether the work was real.

Timing matters, and so does strategy — dissolution motions are case-specific and belong in your
attorney’s hands. What belongs in yours is the record. The defendants best positioned for that motion
started building it long before they filed.

🔐 Identity-Verified Completion

Every enrollee provides a copy of a state or national ID at intake and verifies identity with each weekly
submission. When your probation officer or the court asks who actually did the work, the answer is documented
26 times over. This is the standard online programs should have been held to all along — ours is.

Founded by a Retired New Jersey Family & Criminal Law Attorney

The program was founded by Santo V. Artusa, Jr., J.D., C.A.M.T. — a retired New Jersey
family law and criminal law attorney and clinician executive with more than 15 years inside the same courts
this program serves, including years as a public defender in Jersey City. He has sat at counsel table for the
restraining order hearing, the plea cutoff, and the probation review. That is why the documentation is written
the way courts actually read it — and why lawyers and litigants trust it.

Frequently Asked Questions

Does completing a DV program guarantee my FRO gets removed?

No — dissolution is discretionary and multi-factor, and nothing guarantees it. Program attendance is one recognized factor among many. What completion does is convert that factor from a gap in your motion into evidence for it. Talk to your attorney about the rest.

Should I complete the program before filing the dissolution motion?

Generally the record should exist before the motion relies on it — a completed 26-week program with dated documentation reads far stronger than “currently enrolled.” Timing is your attorney’s call; building the record is ours.

Will my court or probation officer accept this program?

The program is accepted by courts and probation departments in New Jersey, and has been used to satisfy court requirements in New York and Pennsylvania. Every order is different — send us your paperwork or your probation officer’s contact information and we confirm acceptance before you enroll.

How much does the program cost?

$1,000 paid in full. Payment plans: $300 down plus 3 payments of $300 ($1,200 total), or $150 down plus 6 payments of $215 ($1,440 total). Payments auto-charge every 4 weeks, and program access pauses if a payment is more than 3 days past due.

Is the program really online? How does that satisfy a court order?

Weekly modules and written assignments are completed online on your schedule; intake, mid-program, and discharge sessions are live individual video sessions with program staff. Identity is verified at intake and with every weekly submission, and your court or probation officer receives an enrollment letter within 24 hours and status reports on request.
